Before Nazi Germany’s policy for the Jews and other out-groups of Europe was extermination, it was forced emigration. Authoritarian regimes almost-universally have sought to soft-sell genocide as removal first, before coming to the final truth. “Remigration” is ethnic cleansing, plain and simple.
