My TRPG has no Rigid bodies, or colliders, or NavMeshes, or even a direct character controller. It has a grid, grid stores what node is occupied by an object, object can be moved between nodes by clicking the desired destination. Discrete, deterministic and rule-bound. Unit A moves to Grid[X, Y]
