Evanston: ICE reported at Skokie Courthouse by ICEBREAKERS IL. We're working on verifying the video, which was taken at an unspecified time, apparently today. We can geolocate it to the parking garage.

This marks the second time a DHS/subagency spox has implied I'm trying to "dox" federal agents:
On Monday, The Daily asked ICE to confirm Rivas’ identity. A spokesperson for the agency wrote Monday they would “never confirm or deny attempts to dox our law enforcement officers.”

“Publicizing their identities puts their lives and the lives of their families at serious risk,” the spokesperson stated.

In the reports and bodycam footage, as Matthew reported, Ofc. Oliver Sorisho identifies ICE agent Esteban Rivas.
While en route, I observed a black Dodge Durango bearing Illinois registration [censored by EPD] flag me down for assistance. The black Dodge Durango was stopped in front of an unmarked dark blue Ford Explorer, which did not display a front registration plate and had its rear emergency lights activated bearing Illinois registration [censored by EPD]. The driver of the blue Ford Explorer was wearing a face mask, plain clothing, and a vest. Both vehicles were located near Dodge Ave. and Brummel St. The dark blue Ford Explorer then left the area, traveling N/B on Dodge Ave./Brummel St.

The driver of the black Dodge Durango identified himself as Esteban Rivas, who stated he was a supervisor with the U.S. Immigration and Customs Enforcement (ICE).

Mr. Rivas stated he had been involved in an incident that occurred near 1727 Howard St., Evanston, IL.

Mr. Rivas and I exited our vehicles, at which time he provided me with a statement regarding the incident.

Mr. Rivas stated he had initiated an investigatory stop on male subject, whom he showed me in a photograph on his cellular phone. Mr. Rivas stated the subject matched the description of a fugitive he was attempting to locate. Mr. Rivas stated he made contact with the subject, who was later identified as [censored by EPD] and attempted to identify him.

Mr. Rivas stated [censored by EPD] refused to identify himself. Mr. Rivas stated he then placed [censored by EPD] into custody and intended to transport him for "printing." Mr. Rivas stated that [censored by EPD] began to resist, and Mr. Rivas subsequently realized he had detained the wrong individual. Mr. Rivas stated he then removed the handcuffs from [censored by EPD] and left the scene

I observed a cut on Mr. Rivas's hand with blood coming from the wound. Mr. Rivas refused medical attention.

An unfortunate update: A 56-year-old Evanston man was killed in this crash, EPD spox Cmdr. Chelsea Brown tells @thedailynu.bsky.social's Claire Coffey. First responders located him trapped under his flipped-over SUV, per radio audio I obtained. He was brought to Evanston Hospital, where he died.

The flipped car on its wheels now. It has no windows, with the windshield in a teal bunch of glass hanging on off the corner. Airbags are deployed throughout the car. The entire front hood and bumper of the car is mangled, with engines and internals visible.

When people are incredulous about how Northwestern CFB is so good, I like to point to how great their transfer portal pickups were. The Minnesota-Duluth pickup was Dehnicke; Michigan State was Chiles; Florida State was Sawchuk; and UConn was Honig (among others). Now the core of this team.

A good ending to this story: the Northwestern Marching Band will be on the field for its Ball State homecoming game (next Saturday) and in "future contests," NU told @kamrannia.bsky.social today.

A Northwestern spokesperson wrote in a Friday statement to The Daily that the University was committed to returning the Northwestern University Marching Band to the field for future “pregame activities” at Ryan Field. 

The statement comes after The Daily reported Thursday that the band would not perform its on-field pregame routine ahead of Friday’s contest against Penn State. Instead, it will move to the 200,000-square-foot Great Chicago Food Festival grounds — a plaza beside the stadium.

The Ryan Field Foundation said Thursday the move was made to bring the band to “where the fans will be,” instead of “playing to an empty bowl” amid a “unique pregame program.” According to the Friday statement, a “limited window” exists between player warmups and the start of the first game, which will be devoted to stadium dedication activities.

However, the band will return to the field pregame before NU’s homecoming game vs. Ball State, and “future contests,” the statement read.

The band will also be permitted to invite alumni on the field at halftime for its homecoming performance.

Anyone know of a realistic way to estimate / model what branch veterans in a Congressional district belonged to? I'll be calling VA hospitals' comms folks tomorrow and some local VFWs/American Legions to get a read on what it anecdotally looks like but would be nice to have something real-ish

Statement to the Daily from NU Marching and Band Alums President Blake Kolesa:

“To borrow from NU Athletics marketing campaigns from the 2010s, Northwestern is a special place because “AND is in its DNA.”  That is true of so many individuals and groups at NU. Including the athletes and the bands.  

The football team AND marching band have been in the same place consistently throughout the university’s history: Saturdays at Dyche Stadium and Ryan Field.  This is true when the ‘Cats won consecutive bowl games for the first time in the last decade, AND when the Purple recorded 34 straight losses in 1979-82, with the Marching Band never abandoning their post.  

Now, it appears that pairing is at risk. While Northwestern becomes the center of the college football universe Friday night, it will be the only school in the Big Ten—or the Power 4 for that matter—not putting a marching band on the field for pregame this weekend.  Presented an opportunity to put the football team AND its most loyal supporter, NUMB, side by side in the new iteration of Ryan field, I am saddened by the decision of the New Ryan Field production team and Northwestern athletics to turn its back on NUMB when asked whether to prioritize money-making “premium” food stands hand libation sales OR tradition and its most dedicated champions.  

The NUMBAlums and I are saddened by the decisions made to sideline the student musicians of the marching band and the band’s decades old tradition on the eve of the new stadium’s opening. We are hopeful that the noticeable absence of the pregame performance will cause the administration reconsider and allow NUMB to return to the field ahead of the first homecoming game at new Ryan Field next week.”

A note for the FOIA nerds: Did you know that transferred 911 calls often don't create CAD reports, making it extraordinarily difficult for FOIA operators to find that they exist? I sure as hell didn't (big thanks to Skokie's Isaac Milne for trudging through call recordings to find this)

UPDATE ON ICE IN EVANSTON LAST WEEK: I've just obtained the first part of the 911 call from the Evanston resident / U.S. citizen briefly detained and battered by ICE agents. That call went to Skokie 911, and it's quite brief — so brief I can attach to this post. (It cuts off as Skokie hangs up.)

UPDATE ON ICE IN EVANSTON LAST WEEK: Cmdr. Chelsea Brown, spokesperson for Evanston PD, tells me that one sergeant and one line-level officer collected information on the arresting agents. She declined to comment on whether EPD will release their identities through a statement or through FOIA.

We also know that two officers went to the attack scene, near Dodge and Howard, and two went to where the agents ended up, near Dodge and Brummel. The second pair included the low-spoken officer and a supervisor identified as "Mike." That's either Sgt. Michael Cameron or Sgt. Michael Jones. 19/19

This is notable because an internal protocol implemented in July 2025 specifies that only supervisors should speak to agents, and the dispatch recordings do not include the low-spoken officer (if it were Sorisho) asking for guidance. It's unclear whether the protocol is still enforced. 17/

As of January 13, 2025, the Evanston City Council approved Ordinance 17-O-25, which updates the City9s
Welcoming City Ordinance. This amendment strengthens protections for immigrant communities and brings our local
policies in line with recent changes in state law and best practices. This is a reminder for current personnel and an
update for new personnel.
The Evanston Police Department will not participate in any federal civil immigration enforcement. Officers and staff
are strictly prohibited from asking anyone about their immigration or citizenship status during any interaction. EPD
will not cooperate with or assist federal immigration agencies, including ICE or any other entity involved in
immigration enforcement.
The department is also prohibited from sharing data or accessing departmental databases for federal immigration
enforcement purposes unless explicitly required by law. We will not enter into any 287(g) agreements, which allow
local law enforcement to enforce federal immigration laws. This continues our long-standing department policy and
follows state law.
Effective immediately, any requests or contact involving immigration enforcement and/or officials must be directed to
the highest-ranking supervisor on duty. Line-level officers must not respond to, engage with, or share information in
these cases. Officers must notify a supervisor right away for direction.
The Evanston Police Department will continue to support immigrant victims of crime, including by providing
assistance with U and T visa certifications as part of our victim services work. The City will also increase access to
immigration-related resources through 311 and other platforms.
These updates reflect our legal obligations and the values of our community. They reinforce Evanston9s commitment
to being a welcoming city for all people.

For context, me and my colleagues @thedailynu.bsky.social have been fighting for footage from their interactions with Border Patrol in December for months. This follows an investigation we did that found EPD may have assisted Border Patrol agents after another arrest of citizens on Halloween. 13/
