Yesterday, thanks to the Government's intervention, I voted for the Universal Credit and Personal Independence Payment Bill at its Second Reading. Please see my statement below.

I have listened, carefully, to the debate and discussions around the Universal Credit and Personal Independence Payment Bill. I believe in a strong welfare state, one that protects our most vulnerable as a core principle and that we have a moral obligation to build a better, more caring, society.

I maintain that our welfare system desperately needs reform, however in the last few months representations from constituents, charity and advocacy groups have made it clear that the Bill, as it was first presented, was not one I could vote for. This is why I signed the reasoned amendment.

There are elements within the Bill like the "Right to Try" guarantee, increasing funding to help people into work and increasing Universal Credit that I did not want to see lost, which was a real possibility if the Bill fell.

With the commitment yesterday from the Government to remove Clause 5 which maintained the need to achieve four points in at least one section of the daily living section of the assessment, I felt that I could finally vote for the Bill. I will be scrutinising the text of the Bill closely when it comes back to the House on the 9th of July and would like to thank everyone who has contacted me about this in the last few months.

We can build that better, fairer, Britain, but only if we do so together."

I am one of over 100 Labour MPs that have signed this amendment to the UC & PIP Bill. Reform to the benefits system is urgently needed, but I cannot support this Bill as it stands. It should be given further time for consideration, and disabled people and charities must be properly consulted on it.

That this House, while noting the need to change the rates of benefits to people in need of State support and welcoming the much-needed increase in the standard rate of Universal Credit, declines to give a Second Reading to the Universal Credit and Personal Independence Payment Bill, because it does not contain any proven and effective measures to improve employment support beyond what Personal Independence Payment (PIP) achieves for many disabled people, and which should be implemented alongside any changes to benefits; it contains dangerous and counterproductive cuts to entitlements aimed at disabled people, rather than proposing a framework which would  facilitate all disabled people getting adequate financial and other support to thrive in society; it fails to reform PIP to make it more effective as a means of supporting employed people in work; it lacks measures to take proper account of the needs of people with severe fluctuating long-term conditions, including serious mental ill-health; it does not contain measures to improve the support from health services and local social services given to disabled people; it will lead to many unpaid carers no longer being eligible for Carer’s Allowance because the person they care for no longer qualifies for PIP; it has not been subject to full impact assessments; and it does not contain proposals to proactively work with disabled people to co-produce changes to the welfare system that will treat those in need of social security with dignity and respect.Dame Meg Hillier

The father and son who drowned off the coast of Australia have been named as Robin and Owen, from Islwyn. My heart goes out to the family and community who are grieving not one but two tragic losses in awful circumstances. Their deaths have been reported to the Coroners Court of Queensland.

I sent FOI requests to the four Welsh police forces about dangerous dog stats. Their responses showed two things. 1. Dog control incidents have become increasingly common 2. Police data on this issue is inconsistent and incomplete
