They also say this, so I don't think it's intended to be defined at a protocol level. But the example you quoted might be suggestive of the default which Bluesky will use...
Having intents expressed as three states makes it clearer when a user has made an explicit decision or not. Realistically, a large majority of users may stick with the default "undeclared" state. In that situation, downstream projects will need to make their own policy decisions around whether content re-use is acceptable or not. We think that user agents (eg, client apps) should not set intents automatically for users.

Aha it turns out the UK government uses Eurocontrol's Small Emitters Tool for their estimates: www.eurocontrol.int/tool/small-e... That is giving me 102 tonnes of CO2 for a B787 and 121 tonnes for an A350. (That probably assumes a direct route and doesn't include radiative forcing.)

New version of my visualisation of world power networks mapped on OpenStreetMap, with data from today. Rendered from 38.1 million power lines and 85,000 power plants in 86 seconds using datashader.
A dark background on which the outline of the world's countries are lit up by power lines and plants.
