Well its a very simple 4 frame animation on a small canvas so its not really about power. I don't know about tutorials. I've been drawing and animating pixelart for over a decade now so it's all about experience I guess My recommendation would be to start drawing what you enjoy and stick with it!

Fun fact, that one is my all time favorite because I had a hard time coming up with what to draw for 'dark' ball but then it turned out really good looking
