Lack of probation officers. A criminal who just ignores the restriction is fairly unlikely to be caught. A large proportion of electronic tags don't work and those that do cannot be effectively monitored owing to said lack of officers.

But are not ramen and pasta the same thing from different countries? They are both extruded wheat flour paste. Other countries turn the paste into pellets, as in cous cous, but it's all basically the same stuff. Of course nobody actually thinks of ramen as pasta, so you are right.

The government can do anything it wants, creating money as needed. The resulting inflation can be controlled by taxing high incomes, releasing resources otherwise used for private consumption. The party of private consumption will always oppose this, but without it we will remain an unhappy country.
