As far as driving is concerned, there are mandated seat belt laws in every state as well as federal regulations for safety features such as air bags and crash survivability. If there were studies that show that "driving helmets" were effective, it would be a real issue, but, at this point, it's not.

Eisenhower was able to garner enough support in Congress by framing it as a national defense initiative. This was during the height of the Cold War and the Red Scare. The automakers in Detroit and their suppliers (including the steel industry) were pushing hard for improved roads.
