For an actual answer, export the fbx from blender using the: Apply scaling "fbx unit scale" option, disable leafbones, and make sure apply modifies is toggled. (blender scales into unity by 100x depending on import unit size)

And for those interested: Here's my current changelog with the V2 Ravian! As it turns out, holy shit making avatar bases is an insane amount of work. There's 3 paragraphs of notes underneath oof ouch owe my brain #Ravian #VRChat

- Fixed breasts, and flat masculine chest options to look much better with shading and shape.
- Breast physbones much improved, and scale better with size changes.
- Improved several of the body sliders to have more depth and changes. Such as upper body scaling arms more, and adding neck blendshape depth. Or tummy size, using a new tummy depth + blendshape
- Created new empties for breasts (needed for the dynamic size changes with physbone animations)
- Created new empties for bicept colliders. (unity animator cannot apply two colliders in one object instance. Its a bit silly)
- Moved chest fluff phsybone into feathers empty. (needed for an animation)
- Fixed chest clipping with chest fluff and bandana
- Flipped flower toggle state, now turns on when toggle is on, rather than off. (Flower hidden inside hair in default scene now)
- Maaaaybe fixed beak vision a bit? (This keeps giving me loads of trouble, cant get dedicated beak bone to show up in vrcheadchop, so using the base head bone is just scuffed)
- Changed eye geometry and uv's and fixed in substance (sorry if this causes trouble, there were several issues on my end that needed fixing with them with normals in blender)
- Smoothed knee weight painting (was too sharp and pointy when bent)
- Fixed CAWW (was stuck on, didnt control eyes.)
- Moved Size sliders, fun toggles, etc out of vrc menus and into the vrc components under hierarchy for less split-up organization. (Removed several duplicate parameters, freeing up space)(things might be moved around a bit in menus, Sorry!)
- Added MMD visemes
- Removed Sharps on body and butt (It looked good in blender, but bent bad when moving legs in VRChat, AO's were too abrupt)

-WIP Tier 2 Sundress outfit, finished mostly in blender (needs unity importing and setup.)
- Harness fully done
- Sundress mostly done
- Sun hat done
- Puurse mostly done (needs new substance)
- Can be opened with physbones. (needs objects inside)
- Shoes? (Unsure, might not be moldable into talon shape)

V2
- Added Birdy Leg tag (needs Substance)
- Base tier clothing; Panties, Bra, tank-top, and etc still WIP
- Gryphon and kitty-cat ears WIP
- new improved Eyes (Figuring out new texture)
