In English a "slap on the wrist" is a metaphor for an insubstantial, symbolic punishment. By saying they were giving corrupt people a "slap on the wrist", he was telling Americans that the fight against corruption is meaningless, symbolic.

I think this interview was a mistake. Zelensky used some English and when he didn't, the translation was poor. For corruption he kept using the metaphor "slap on the wrist", which was directly translated, but has a very different meaning in Ukrainian than it does in English. /1

I believe in 2025 the tide is seriously going to start turning especially with production in Ukraine. In WW2 parallel, 2024 was 1942. 1943 was when the tide decisively turned against the axis.
