Othering is creating an us vs. them (fascism does this by default). An other nations is just one more nation. That Sweden and Norway both exist doesn't make one an outgroup the other hates. 100

Nationalism can have contrast without conflict. It often has both (esp. when debate over territory). Other nations have negotiated independence without crushing an enemy. 000
