Vou falar uma verdade... A sobrecarga administrativa de funcionários e docentes nas universidades públicas é uns 60% por redução de pessoal (menos gente trabalhando do que precisaria) mas é também uns 40% (pelo menos) porque as pessoas têm um apego imbecil a formas arcaicas de organizar processos
