CBO current policy (CP) score is useful for the pattern. You see expanded tax cuts happen first (deficits up against CP by $597B in 26-29). Those expire and spending cuts come ($936B deficit reduction against CP in 30-34). Unless Congress extends "no tax on" & cancels spending cuts.
