Yes, this is a misuse. Millions of naturalized U.S. citizens have no idea that their citizenship status was not automatically updated to SSA records. SAVE is not flawless as anybody who uses SAVE knows that information is often not updated or is miscategorized. This is about disenfranchisement.

Here’s the thing: Absent a special occasion (like the birth of a child), federal employees in the executive branch are specifically forbidden from giving gifts with a value exceeding $10.
