I think that your Hegar sound might be 13 mm instead of 13 fr. At least that what it looks like in the photo. For some reason my Pratt sounds are marked in French units and my Hegar sounds are marked in millimeters. (Every 1 Fr equals 1/3 of a millimeter (0.33 mm) in diameter.)
