Inbox: Luis Alberto Lopez Castillo, 20, was found dead inside a Queens court holding pen. He’s the 8th DOC death this year so far. Source says an officer found him hanging in the cell. A remediation manager has called for a series of plans to reform the department and Rikers Island jails.
