This is the kind of fix I've always thought possible. In 2020, working up in Auburn CA I passed a closed Kmart all the time but there was rampant homelessness. I thought "turn it into a winter shelter" to get people indoors. Even temporarily. Until a permanent solution is found. It can be done.
