The confusing part is Fantagraphics has numbered the volumes in order of when the stories were first published, but started publishing the volumes with stories from later in Barks' career. For years I thought I had somehow missed no.s 1 & 2 and couldn't find them anywhere.

I'd go with Ford's pardoning of Nixon, but Reagan allowing the removal of the Fairness Doctrine, which is what led to the creation of the Fix "entertainment" channel, a close second.
