John Harvey, everyone’s favorit Cowboy Economist, joins @Steven D Grumbine on Macro N Cheese to discuss his book US Business Cycles 1954-2020. The core argument: capitalist economies create structural unemployment independent of worker behavior or government budget constraints. Downturns serve a function. They discipline labor, suppress wages, and maintain the power structure.
Harvey walks through post-Keynesian business cycle theory and contrasts it with mainstream economics, which literally assumes full employment in its models before doing any analysis. That's not economics. That's faith.
The conversation covers why the job guarantee remains politically blocked despite fiscal capacity. It's not about affordability. A job guarantee shifts bargaining power to workers. It removes the threat of destitution that keeps wages down and workers compliant. Concentrated wealth opposes it for exactly that reason.
Harvey and Steve also discuss economism as the religion of capitalism, how cultural hegemony operates through textbooks and television, the limits of electoral reform under oligarchy, and why World War II financing proves we've never been constrained by federal budgets the way we're told.
