Elections in the days of Weimar 2: International Version are a frustrating affair because it feels like the forces of "actually we prefer people not be fed to the organ-muncher" must be incandescently perfect every single time or voters will just lazily default to the organ-munching option.

No'zaya Storm drags Rain Draconis away from the rest of the fallen Scions above Amaurot, urging her onward with motivational talk. Rain is on the verge of exploding into a Lightwarden and far beyond the point of cogency.

No'zaya brings Rain forward, where Emet-Selch awaits them patiently.
