Not sure, but I suspect that whatever solvent might remove that intermediary coating would degrade the original paint somewhat, and probably a lot. Bite the bullet, weather away!

I Stand Corrected ~ In an earlier post, I had carelessly and wrongly identified this beastie as a gryphon. Alas, it is a simple everyday winged lion which is a recurring symbol on Sullivan's bank buildings. Turns out both creatures are protectors of gold. #Gryphon #WingedLion #LouisSullivan #bank

Port Arend, 1959 ~ Most everyone calls him "That Red-Headed Kid" and like other 15 year-olds, he's crazy for cars.
