When Teddy Roosevelt called the presidency a “bully pulpit,” he was using the word “bully” in the early 20th c slang sense of “superb,” or “wonderful .” So the term “bully pulpit” means “an excellent position from which to preach to many,” and does not mean “a place from which you can bully people.”

The number 250,000 is not at issue in any way. The issue is “history” which is written, and “prehistory” which is not. Writing has only existed for about 5,000 years, so “history” can’t possibly be 250,000 years old.
