If we're talking gender, there is no hard rule.

If we're talking sex, the answer is split depending on which biological marker is prioritized. The most obvious and immutable marker is XX chromosomes. In this context, a "woman" has XX chromosomes.

Relatedly, the necessary condition to be in ...

... the category of "trans woman" is "to be born as a man, with XY chromosomes".

Therefore, a "trans woman" can never be a "woman" in terms of the most important, commonly accepted, and immutable biological marker of their sex, although as I

said there's no hard rule on gender.
