Let him do this:
Go to bsky.app/messages on Bluesky Web (or on the official iOS/Android app)
Click the ⚙️(bsky.app/messages/set...)
Click "Everyone" or "Users I follow"
The issue you experienced, was likely caused by the setting being on "No one"
