If the security equipment (or lack thereof) on the Qatari jet is so secret that journalists are not allowed to report on it, then the plane is effectively a classified item and all the next POTUS has to do is to revoke Trump's security clearance and he would have to surrender it.

If it isn't already obvious it will become so after the mid-term election, that a constitutional amendment is needed limiting the pardon power of the POTUS to those who have been tried and convicted of crimes, not allowing for pre-emption of the law, and subject case-by-case to senate confirmation.
