They will. It takes time. Dragon wouldn't let me touch her for 2 years until she got pregnant. It took another 2 years inside before she would get in my lap. She still doesn't want even me to put her, you hold out your hand and she has to initiate contact or she runs off.

A shorthair tortoiseshell cat named Dragon very skittish about being inside but even more scared of giving birth. She is on a white faux shearling blanket in front of an empty box she does not find hospitable.

Dragon decided to try resting her chin on my leg for a while before she was ready for the lap.

Success! Dragon curled up in my arm on my lap.

It is! I bonded with their beautiful calico outside kitty mom and then when she got pregnant, she moved in. She was the first of 2 mamas to come to me to have their babies.
