I believe it comes down to how the raters rate each prompt & then how those individual ratings turn to final scores. They don't use I1, I2, etc. in the rating process & they don't evaluate the whole student but rather each prompt. It has to be a mix to end as I2-I3 www.languagetesting.com/aappl-faqs
