That child doesn't need 'time out', they need to leave your server, and you should stop interacting with them. This is the only way you can do things right. All ages discord server, where you have minors as young as 14 is a red flag. You won't make yourself look better if you persist to keep it.

The thing with murder victims is that no one asks them what they were wearing, which is an often used 'argument' in rape culture.
