I still love that film. I saw it 5 times in a couple of months when it first came out. So good. I saw it again - for the first time in ages - but with live orchestra at the Hammersmith Apollo and it had lost little of its power.

The point is it's using someone's likeness and voice without their consent. It's bad enough using it to bring back the dead, but it's worse for actors and creatives whose lives and careers are dependent on actual work and protecting their own distinct talents.

I imagine Ncuti (and/or his management or RTD) didn't wish to remain the "incumbent" Doctor indefinitely having decided to go. And different producers follow different paths. JNT couldn't really do anything more as Survival had already been shot.

There was a season trailer I vividly remember I'm not sure exists. It featured the cut-out white logo (I thought it might be part of a new title sequence) with clips from stories including Fang Rock and Fendahl which ended with the shot of the Doctor's infected hand raising the phaser on Leela...

The cost had been budgeted for and spent. The point is they had it to use. And it had huge impact. The TARDIS had never been bigger than that on the inside.

It's about the creative vision. Massive was clearly the point, especially given Disney promised to open the show up to new global audiences. Irrespective of how successful that was in practice, they had the opportunity to build a properly huge set & took it. How many times it was used is irrelevant

They didn't spend "the entire budget". They had a decent budget and so they used part of it to build the most important set of the series. That's what designers have done since 1963. Look at the TVM.
