And any evidence of that would have already been considered at length in the original judgement. And of course, if City believed their evidence was irrefutable, they'd not have purposefully blocked and delayed the case throughout and refused to co-operate with the investigation, etc.

It can't go to higher courts. It's a disciplinary hearing within the Premier League, using an independent commission to decide on the charges in light of the evidence of both parties. City can appeal that decision to the commission. They'd have to convince them their key judgements were wrong.

Yes, it's mad. Murderers appeal. We call them murderers in the interim, because that is the relevant established fact. Withholding judgement because someone has a right to appeal a decision undermines the decision itself.

Might sound pedantic, but it's wholly false and misleading to say things like "awaiting final outcome," etc. Everyone is legally free to comment on the published outcome of the case. Anyone saying they're waiting (i.e. on outcome of an appeal) is doing City's propaganda for them.

The case was concluded. The independent Commission found the charges had been "proven to the requisite standard." That was the final award made by the Commission, inclusive of appeals within the process. The final award can be appealed, but it is, nonetheless, the final award. Ergo, City are guilty.
