At PHADA's 2026 Leg Forum, HUD staff announced they will be delaying the HOTMA compliance date for Multifamily programs to January 1, 2028. The compliance date for PIH programs (public housing and HCV) remains January 1, 2027. Read PHADA's analysis here: buff.ly/WuNSrLc

On Thursday, PHADA submitted its formal comments on HUD's proposal for new recipient grant reporting, which the Dept. is referring to as HUGS. PHADA objects to this new and additional information collection as duplicative, unnecessary, and overly burdensome. Read the comments here: buff.ly/gKJBdiy

Earlier today, the House passed a Continuing Resolution (CR) funding the government through December 11. The CR now heads to President Trump, who is expected to sign it in the coming days. The CR contains several provisions that impact core HA programs. Read PHADA's analysis here: bit.ly/4qPNyE9

Yesterday, HUD published a notice for calculating reserve offsets for Moving to Work (MTW) agencies. This offset was mandated by the FY26 HUD Approps bill and only impacts original MTW PHAs with alternative funding formulas. Read PHADA's analysis here: bit.ly/46dpykF

The House has passed the bipartisan 21st Century ROAD to Housing Act, one day after Senate approval. The bill is now at the President’s desk. PHADA appreciates congressional leaders in both chambers for their bipartisan commitment to expanding housing supply and reducing barriers.

HUD requires HAs to review EIV-SAVE Tenant Matching Report records and submit an attestation by Aug. 3, 2026. Because reports are not updated after corrections are made, PHADA strongly encourages agencies to maintain documentation of all reviews and actions. bit.ly/4ozvLjx
