Tactics. Say something outrageous. Then appear to be lenient when countries reach 3-4%. Say thanks, knowing all along that 5% is out of reach for most. Trump woke us from a slumber & made us even stronger + economically the USA benefits from NATO hundreds of billions of dollars.
