I think you are confusing Freepost with Business Reply. www.royalmail.com/business/mail/replies-responses/freepost-name A business reply service does indeed need to be in a specified envelope but Royal Mail is quite clear that a letter that has a registered Freepost address on it will be delivered.

That is not what Royal Mail says on its website. It needs to have the organisations registered Freepost Address on it but that is all. For example, Starling Banks is just "Freepost Starling".
