They can decide to murder non-combatants with a wide variety of weapons as Russia has or not to as Ukraine has. A separate independent decision is whether to use cluster munition. I made a (bit rough and ready, sorry) diagram to help you keep these two distinct decisions in working memory at once.

The median is robust as a central statistic of a distribution precisely because it is not affected by extreme outliers. The chart that I included above is of median income, not mean income, as I already pointed out in another post.

Before Elon walks in the mean income is $50,000 and the median is $50,000. After he walks in (with eg an income of $1 billion) the mean is 90.95 million, but the median which is just the income of the person at the middle of the distribution is still $50,000.
