Presumably a data centre would also have a sizeable energy storage problem in LEO, to deal with when it is eclipsed by earth’s shadow. Higher orbits would be less storage problem but more latency.

Presumably *every* satellite has the issue of having to dissipate the power collected from its solar panels, it’s just this would be a lot bigger. Wikipedia says the ISS is up to 240kw in daylight

Solar panels gather about 500 W/m2 in LEO So you’d need about twice the radiative surface area to deal with the heat (assuming unpressurised water cooling) as you have to collect the power via solar.

Quite cool (or hot) that Google can answer this question for you (though I haven’t checked working): how hot would something with surface area of 10000 m2 need to be to radiate 10MW of power? Answer is about 91C

I am cautious in asserting this, but I think you misconstrue the second sentence of [71]. I also read it, first, as an incredulous reductio ad absurdum, but I think Lord Richards meant it straight. It is the only way to make sense of the rest of it. Control is contractual, not practical.
