This week’s Federal Budget  includes some bold steps towards fixing a system 
that has disadvantaged 
younger Australians 
for decadesThe 50% discount on capital gains tax has been largely responsible for the dramatic increase in house prices since introduction by the Howard Government in 1999.

Combined with negative gearing, these tax concessions have enabled the rich to get richer 
by investing in housing, while making housing unaffordable for others.

Per Capita and many others have been 
calling to change these tax concessions 
for 10 years. This is a bold and decisive 
step by the Albanese Government 
towards a fairer future. 

Our current tax system collects most of its revenue from working people paying income tax, while giving discounts to those whose income comes from accumulated wealth. 

This week’s Federal Budget announced a minimum 30% tax rate on discretionary trusts. Such trusts are often used for
 tax minimisation purposes.

We are excited to see this meaningful
 step towards the growing calls to 
“tax wealth not work.”

Previous generations were 
able to build wealth and a good life from their own hard work. But thanks to previous neoliberal governments, tax settings in recent decades have severely hindered the current generation from being able to do the same. 

The changes in this budget won’t suddenly fix everything or make houses cheaper, but they are several steps closer to giving current and future generations the same opportunities their parents and grandparents had.
