So many fledgling authors dodge starting the work because they don’t think what they have to write about for the characters will be interesting. That’s your skill to develop to prove it COULD be interesting. Otherwise you might as well write those figures sitting alone by themselves in the dark.

You’re the author & know what they need

then you might not have fleshed-out characters, believable social relationships/hierarchies/prominent figures So then think about a change to the setting. Make it rain cat toys once; there’s the “something happening”—now let everyone in your storyverse react to it starting with who’d care the most.
