It's not clear to me your thinking. Low rates are good - highly complex composite. Now rates should different from fossil and renewable. What is it you are saying or what is the goal/mechanism you are aiming to reach/use? It's quite a vague economic idea

In some circumstances low rates can be good - a blanket statement low rates are a good thing is meaningless. If credit is directed poorly, the rate isn't important, when they balance sheets bind and the future expectations are not met the rate becomes irrelevant and may have encouraged a problem

To create a 'cowpox' 'vaccine' back in Jenner's time (really horsepox) you need to have an outbreak of horse/cowpox. Neither are lethal and both give natural immunity to smallpox. Contact with either did not require pus from an infected animal. This is factual, it's how immunity works

Good day sir and screenshots don't change the fact he purchased his degree, he never passed the exam. It doesn't change in 1700s they couldn't differentiate diseases through any testing and his methods cannot be reproduced today and are in fact illegal. But you can believe it is scientific fact :)

It's simple. Jenner wasn't a Dr. Probability not one, but two examples of zoonosis occurred so close, low. Then unhygienic pus from a sore provided immunity to a sister virus is quite simply zero. This is the same probability for rabies and tetanus - back when developed
