"What you can do!

The Bill is not a sure thing. The ACT party have signalled that they will vote for it, but National MPs have expressed concerns. Labour, the Greens and Te Pāti Mãori are opposed.

You can make a submission on the Bill now. Links to submit, and our draft submission, are up on our blog at: papa.org.nz/blog

You can also call or email your local MP and encourage them to vote against it. Particularly if your local MP is a member of the National Party, this would be effective."

You can read our submission against the transphobic Legislation (Definitions of Woman and Man) Amendments Bill here: papa.org.nz/2026/06/28/d... You have until 11:59PM on Thursday 2nd July 2026 to make a submission.

Image one description: Picture of the following text:

"Help to stop the Definitions of Woman and Man Bill...

The Bill would write a narrow, binary definition of "man", "woman", "male", and "female" into law, and make it apply to every, other piece of legislation that uses those words.

Submissions close 11:59pm Thursday 2 July"Image two description: Picture of the following text:

"What the Bill does

The Legislation (Definitions of Woman and Man) Amendment Bill would define "woman" as "an adult human biological female" and "man" as "an adult human biological male" across all NZ legislation, unless a specific law says otherwise.

The Bill strips legal recognition from trans people. It opens the door for legal efforts that would seek to exclude trans people from spaces, services and protections that match who they are."
Image three description: Picture of the following text:

"Who is behind it?

NZ First put forward the Definitions of Woman and Man Bill, and it follows petitions and pressure from organisations like Family First.

The Bill is part of an international movement, especially in the US and UK, to target, scapegoat, and strip the rights from trans people.

NZ First has previously drafted (then withdrawn) a Bill to fine people for using the "wrong" toilet. This Bill lays the legal groundwork for exactly that kind of law."Image four description: Picture of the following text:

"Our submission

PAPA's submission focuses on what this Bill means for trans people in prison. Corrections currently makes safety-based decisions about whether to place trans people in men's or women's facilities. This Bill could open up that practice to legal challenges, and force Corrections to place trans women in men's prisons, or vice versa.

This is incredibly dangerous. Trans people in prison already face dramatically higher rates of violence and sexual assault."

The Legislation (Definition of Woman and Man) Amendment Bill is currently before Parliament. If passed, it would allow the law to define who counts as a woman and who counts as a man based solely on biology.
Image description: Picture of the following text:

"An open letter to Aotearoa New Zealand on the Legislation (Definitions of Woman and Man) Amendment Bill
18 June 2026

To the people of Aotearoa New Zealand, and the Members of Parliament who serve them,

We are organisations that share the kaupapa of supporting, protecting, and advocating for our rainbow, takatāpui, MVPFAFF+ and intersex communities here in Aotearoa. We run the helplines and the youth groups. We create resources, education, and community spaces. We work to create a safer and more inclusive Aotearoa for rainbow and takatāpui communities. The people we serve are your neighbours, your workmates, your kids' friends, ordinary New Zealanders whose identities have meaning that runs far deeper than this bill acknowledges.

Diversity of sex and gender is not a western import of 'woke' ideology. Takatāpui and Ira Tangata have always been part of these islands. MVPFAFF+ identities have always been part of the Pacific world Aotearoa belongs to. These identities predate colonisation, and this bill, which imports the language and tactics of culture wars from countries like the US and the UK, does not acknowledge that history. It writes over it.

We oppose the Legislation (Definitions of Woman and Man) Amendment Bill. It passed its first reading on 20 May 2026 and is now before the Social Services and Community Committee. Submissions close 2 July 2026. We ask that it not proceed, and we ask you to say the same."

"The ‘Summary Offences (Move-on Orders) Amendment Bill’ has passed its first reading in parliament and is now open for submissions. This bill threatens anyone on the street, and anyone without a home, just for existing."Image three description: Picture of the following text:

"The Move-on Orders gives police powers to require people who are not engaging in criminal activity with a warning that they must remain away from whatever area the warning is issued in for 24 hours, and if they do not comply they are threatened with a two thousand dollar fine or up to three months in prison."Image four description: Picture of the following text:

"In other words, if you do not have a place to sleep, there is no place that will be safe to set up the basics to be more comfortable. If you’re needing to ask strangers for help with food or other things, you would be at risk. Whether or not you are ‘disruptive’ depends entirely on whether or not the people around you are willing to tolerate your presence.

There are already laws that criminalise anything actually harmful; this bill lowers the bar for putting obstacles in the way of our street whanau’s already difficult lives, and threatens to pull them into our justice system - a pit they will not be able to climb out of without support."

"No rules on what happens to your data
The Bill places no limits on how long police can store the photos, recordings and information they gather; or on who can access it, or what they can use it for.
Police already use AI and other algorithmic processing (like facial recognition) in their databases.⁶ This technology is known to be biased against minority groups.⁷ A database full of photos of Māori, fed into biased algorithms, means more Māori flagged, more Māori stopped, and more Māori entering the justice system – which is already stacked against Māori."Image six description: Picture of the following text:

"The Bill breaches Te Tiriti o Waitangi
The Bill amplifies racist policing of Māori. It authorises the collection of images of tā moko and moko kauae, which are taonga protected under Te Tiriti. The Bill was drafted and introduced without consultation or partnership with Māori. It fails to protect tamariki and rangatahi Māori, and does not guarantee the Māori the same rights as Pākehā."
Image seven description: Picture of the following text:

"Make a submission
Submissions close on 22nd April
You don’t need to be an expert. Simply write a few sentences about why this Bill concerns you. We need the Justice Committee to hear loud and clear that this Bill should be thrown out.
We also want the police to actually delete the tens of thousands of photos that they illegally gathered. And rather than surveillance, we want the government to invest in things that actually keep communities safe: housing, healthcare, education, eradicating poverty, and giving effect to Te Tiriti.

You have until Wednesday 22nd April to submit against the Government's bill that will allow Police to photograph you and your kids for any reason and erode our political and civil liberties. You can make a submission and find a guide to submit here: papa.org.nz/2026/04/12/p...

Image one description: Picture of the following text:

"In 2021, it was revealed that police all over the country were stopping rangatahi Māori in the street and photographing them for no reason. Tens of thousands of photos were added to police databases, over 50% of them of Māori. The Supreme Court, IPCA and Privacy Commission all said this was illegal.
Now the government is changing the law to make these practices legal. Police will be able to photograph you and your kids, anytime and anywhere, and keep those photos forever.
Here’s what you need to know about the Policing Amendment Bill…"
Image two description: Picture of the following text:

"What the Bill does
The Policing Amendment Bill gives police the power to photograph and record anyone, both in public and on private property, so long as they think it “will or may support” any function of the Police.
That means they don't need to suspect you of anything. Any intelligence gathering can be justified simply “in anticipation of the possibility of future offending.”¹ This kind of discretion has already resulted in rangatahi Māori being targeted. This is a massive violation of rights to privacy and freedom from unreasonable search."Image three description: Picture of the following text:

"Who the Bill targets
Before the IPCA and Privacy Commission stepped in, more than half of the photos that police had collected were of Māori.² This isn’t a coincidence. The police’s own research confirms deep institutional racism.³ Māori are six times as likely to come into contact with police for no reason than Pākehā, and are subject to warrantless searches at a rate four times higher.⁴"Image four description: Picture of the following text:

"Tamariki and rangatahi are not protected
Police were illegally stopping tamariki and rangatahi in the street to photograph them and record their details.⁵ The Bill makes this practice legal, and includes zero protections for children and young people. It creates a pipeline for tamariki and rangatahi Māori into police databases and a lifetime of surveillance by the justice system."

The government continues to punish and shame those abused by the state by attempting to introduce legislation that will make people who have committed certain offences ineligible for redress payments. This directly goes against what was recommended in the Royal Commission Report.

The massive cover-up of allegations made against former Deputy Commissioner Jevon McSkimming gets right at key contradictions in policing itself. The police exist in order to maintain social order - but that social order is fundamentally unjust.

The IPCA report into the McSkimming cover-up is out and it is absolutely damning. To protect people from abuses by cops and hold the organisation to account, the Crown must implement the IPCA report's recommendations and improve the IPCA's statutory powers.

People Against Prisons Aotearoa has been supporting prisoners individually with these needs, but as the situation worsens, it has become apparent that work needs to be done to ensure that all prisoners receive appropriate clothing as a necessary part of Corrections custody.
Image five description
The image is a text-based post on a black background. There is a white text box with an orange border at the top followed by three bullet points.
The text reads as follows:
“The property requests PAPA have been getting are because: necessary items are not being provided at all, the number of items provided aren’t sufficient for hygienic purposes, the quality of these items don’t meet people’s basic needs.”Image six description
The image contains a text-based post against a brown background with a pink explosion design. The text is in white inside the explosion.
The text reads as follows:
“If Corrections isn’t providing people with basic clothing items, what else aren’t they providing for those inside?”Image seven description
The image contains a text-based post against a black background with an orange prison cell. Inside the cell is a white text post with pink border. There is black text inside this.
The text reads as follows:
“Should Corrections really be continuing with prison expansions when they can’t even care and provide for the population they already imprison?”
Image eight description
The image contains a text-based post against a brown background with an orange question marks. There are three text boxes two are white with pink borders and the third is pink with a white border.
The text reads as follows:
“What if you had to ask someone for clean underwear because you only have one paid and it’s been ruined?
What if you woke up cold at night but didn’t have a warm blanket to grab?
What if your shoes have holes in them but the person who cares for you refuses to get you new ones?”

The Department of Corrections is failing to provide people basic necessities like hygenic bedding, underwear, socks, shoes and thermals. This is a breach of human rights and a failure to care for those in state care. Sign our petition: our.actionstation.org.nz/petitions/ge...
Image one description
The image has a clothes rack with different coloured shirts and pants on it. Below is black text in a white box with a pink border. The text reads as follows:
“People in prison are unable to access basic clothing items.”Image two description
The image contains a text-based post against a brown background. At the top is a white text box with a pink border, the text is orange. Under this there are four bullet points with images of underwear, socks, a t-shirt and shoes. Underneath is some orange text.
The text reads as follows:
“In the 2024/2025 year, PAPA has provided people in prison with: 240 pairs of underwear, 255 pairs of socks, 102 thermals, 111 pairs of shoes.
Corrections is legally responsible for providing reasonable clothing requests!
Are underwear, shoes, socks and warm clothes not reasonable?”Image three description
The image has a white title on a black background and below it black text in a white text box with a pink border. On the bottom left side there is a stack on money.
The text reads as follows:
“Where is the money going???
In 2022 it cost roughly $151,000 per year to imprison someone.
This is more than double the average yearly NZ salary ($65,749).
Where is the money going if not providing basic?”Image four description
The image contains a text-based post against a brown background. One text box is white with orange around it and the other is pink with white around it.
The text reads as follows:
“People in prison are made to make requests for their basic property needs. When they get told no, they have to request items externally or go without.
Why is the burden of being warm, safe, and comfortable put on those already suffering?”

While our government remains complicit in genocide, three New Zealanders, Rana, Samuel, and Youssef are risking everything for justice on the Global Sumud Flotilla. They are our whānau, and our government must make every effort to protect them.

Image two description: Picture of the following text:

“The FBI in Aotearoa?
The Trump-appointed Director of the USA Federal Bureau of Investigation recently visited Aotearoa, welcomed by New Zealand’s far-right government, with plans to establish an FBI office here.”
Image three description: Picture of the following text:

“USA TROOPS ON KIWI SOIL
At the same time, the New Zealand Army is talking with its United States counterparts about having American troops train regularly in Aotearoa. This disturbing news means strengthening of authoritarianism of both governments, and a threat to safety and community for all of us.”

Image four description: Picture of the following text:

“Why protest?
The director of the FBI has stated that opening an office in Aotearoa will “counter China’s influence in the Pacific”.
Law enforcement agencies in the USA are repressing the American people, cracking down on protest and resistance at the command of Trump’s authoritarian government.
By welcoming the USA military and the FBI into Aotearoa, the New Zealand government is siding with the USA in an imperialist rivalry that threatens the sovereignty and safety of peoples in the Pacific and beyond.”

As our press spokesperson @cannibality.bsky.social explained on this Marae panel, the FBI Wellington office must close, because it will further subordinate us to American capitalist imperialism through it advising New Zealand Police to more effectively repress Māori, Pasifika, workers and the left.

HOMELESS KAUMĀTUA BEATEN BY PRISON GUARDS — Dean Wickliffe was beaten so badly he required hospital treatment. Spring Hill prison manager Alan Lamb is blocking Dean's access to his lawyer, despite his week-plus hunger strike. Email alan.lamb@corrections.govt.nz with your concerns.
Four photographs of a white-haired older man with severe face bruising and a gash above one eye. Dean Wickliffe is a kaumatua who lost his accommodation and was sent back to Spring Hill prison. Dean did not feel safe being double-bunked, but Spring Hill prison guards brutally beat Dean. The injuries on Dean's face are from a group of prison guards slamming his face into the concrete floor. Dean was injured so badly he needed to be transferred to hospital for treatment. Corrections refuses to let Dean speak with his lawyer over audio-visual link, a violation of Dean's right to legal counsel. Dean has been on hunger strike for over a week now demanding to speak to his lawyer. Spring Hill prison manager Alan Lamb is the one preventing this. Email him at alan.lamb@corrections.govt.nz. and tell him your concerns.
