From what I've seen: if I ban it, students use it anyway. If I don't ban it, students will at least talk to me about it so I can identify what about the system is incentivizing it. That helps me fix the system- at least the parts of it that I have control over- to de-incentivize it.

I think the distinction of how heavy the puzzle solving & exploration is makes a big difference! my game is much more like the latter also i haven’t played Hooked, I’ll have to check that out!
