Been trying to geolocate the videos from the alleged Russian drone hitting Romania yesterday. Little material but in general given the shore, it appears explosion happened inside Romania. As per the exact location here my best guess :

Geolocation attempt given the video and picture posted of the explosion. Not 100% sure but this series of elements in Izmail (Ukraine) sort of match, further suggesting the explosion happened on Romanian soil.
