I’m not a lawyer, but I can’t see why an Amendment would be needed to clarify this issue. If the Constitution said that POTUS could pardon himself, an amendment would clearly be need to change that. The framers didn’t think we be stupid enough to elect a felon.

The key is to clarify the pardon power so that it specifically prohibits self pardon, whether the potus is Trump, Biden or AOC. That should be acceptable to everyone but convicted felon Trump.

The Constitution does not state that a President has the power to pardon himself. Nor does it say he doesn’t. No President has ever committed so many crimes before, so it never came up as an issue.
