Not just the DOJ needs to be separated. The IRS and Treasury should also be in the Vault. Eliminate the Electoral College, pass legislation that regulates the USSC, eliminate the filibuster. pass a national law that ends gerrymandering.

I was in a book club for 15 years. There were 8 of us, so every 8 months it was my turn to host and pick the book. At least half the time, the book I picked was so bad, I couldn't finish it. More than once, other members proposed throwing my ass out of the club.

Walter Cronkite's nightly reports on the Vietnam War became darker and more grim as time passed. In his last few reports, he couldn't hide his disgust for the administration. After all the promises Nixon made about ending the War, it was Cronkite who made Nixon keep them (among other things.)

Excellent question, but I think the House, Senate, President bill to release the files was not going to be the conduit that got them released anyway. What the bill does do, however, is provide some kevlar when the information is released other ways, showing the problems with the "official" versions.
