Oakland has had a recent asphyxia death of a person in mental health crisis. It appears OPD did not follow policy on restraining a person to protect from asphyxia and now there is a lawsuit. Independent oversight costs the city less and results in better public safety. #DougMartin

OPD Chief Mitchell is proposing changes to the pursuit policy so there is less accountability when officers do not follow policy. There is no substantive change to when and under what conditions officers engage in high-speed chases - just less accountability.

OPD overtime is the most important cause of Oakland's budget deficit. There's little accountability/oversight - we need a comprehensive strategy to use police overtime effectively & efficiently & find other solutions (ie-use of civilian employees where appropriate), whenever possible.

Until 2 years ago, the Crisis Intervention Training for the Oakland Police Department included an hour on "excited delirium" - including that de-escalation wouldn't work & go straight to using a taser. In CA, the term cannot be used as a diagnosis, yet the idea remains embedded in police culture.

We fought for most Oakland Police Dept policies to be public. Two obstacles to that transparency remain: 1) the policies are buried in the OPD webpages so you can only find them if you know where to look and 2) we have never seen a list of what policies are NOT publicly available.
