From what the report says its that when jamming resumed they started getting nav data in ~1 minute intervals when normally it'd be received in 1-2 seconds.

Following lights in the distance in the dark is desperate - they were already in the air, so there was no other choice. They couldn't tell their approach vector had changed visually and hit the mountain. The sudden climb shows that they noticed, but it was too late.

Jamming caused GPS data to be gathered in increments. When jamming stopped, they were getting their accurate position, when it started up again they weren't. They didnt know the jamming was happening so they wouldn't know if their approach had changed, they veered off course slightly w/o knowing.
