This includes creating exceptions to the requirement for a permanent storage solution for nuclear waste. And an exception to the statute requiring all nuclear reactor proposals receiving a vote of approval in a state wide election, removing YOUR voice from the process.

At this moment in 1986 (1:23:45am local time, April 26), the poorly-designed Chernobyl Unit 4 nuclear reactor in Pripyat, Ukraine, exploded and partially melted down during an unapproved, poorly-conceived safety experiment, releasing at least 378,000,000 curies of dangerous radionuclides.

Ukraine and Belarus, along with parts of western Russia were particularly affected, as were parts of Finland, Sweden, Norway, Austria, Germany, Romania, Moldova, Greece, and the United Kingdom.

Tomorrow, April 26, marks 39 years since the Chernobyl disaster. 10 weeks ago, the containment shelter at Chernobyl was the target of a drone attack, which left a 500ft wide hole in the outer dome. Right now, HB 2410 seeks to carve out exceptions to Oregon's nuclear safeguards.
Flyer split into 3 sections. The top section includes the group name Stop Nuclear Work Group and shows a deteriorated radiation sign from Chernobyl; the text reads International Chernobyl Disaster Remembrance Day. The second section, going across the middle of the page is split into three columns. The first says On April 26, 1986, an explosion at the Chernobyl Nuclear Power Plant resulted in the exposure of nearly 8.5 million people across 3 countries to radiation. The second column says International Chernobyl Disaster Remembrance Day is observed annually on April 26. The third column says On February 14, 2025 the confinement shelter at the Chernobyl plant was the target of a drone attack. This resulted in a hole in the outer dome more than 500 feet wide. The bottom third of the page is split into two more columns. The first column says A Tragic Lesson: International Chernobyl Disaster Remembrance Day serves a sobering reminder of what can happen when nuclear dangers are underappreciated. The drone attack on Chernobyl is an example of how nuclear threats can arise that could never have been planned for. The second column is titled HB 2410 and reads HB 2410 is a bill in the Oregon legislature that seeks to create exceptions in the state's nuclear safeguards for select modular nuclear reactor projects. This includes removing the requirements for a permanent nuclear waste storage solution, as well as for voter consent. Tell your state senator and representative to OPPOSE HB 2410. There is a footer banner running across the bottom of the page that says Keep Oregon Nuclear Free and lists the website stopnuclearworkgroup.org and the bluesky account @nuclearfreeoregon.bsky.social

On the right side, an image of Thor's Well, a sinkhole like feature off the Oregon Coast. On the left side, with gray blue background, it reads: HB 2410 Carves out Loopholes. HB 2410 carves out dangerous exceptions and would allow for a modular nuclear reactor project to: 1) skip the requirement for a permanent waste solution. 2) avoid a statewide vote entirely. HB 2410 silences voters and fast-tracks nuclear waste without a long-term plan to manage it.

On left side is the top of the Oregon capitol. On the right side, with orange/gold background it reads: no nuclear without the people's consent. Oregon law gives the final say to voters statewide. No nuclear plant can move forward unless the people of Oregon approve it in a general election. This ensures public accountability and statewide control over high-risk projects.

There is also no justification for undermining the democratic rights of Oregonians just to squeeze in an SMNR loophole. The law is clear: There must be permanent storage of radioactive waste for a site certificate to be issued. The site certificate proposals get voted on by the Oregon electorate.

The bill states that in place of permanent storage, those in charge of the project will be responsible for the temporary storage until (if ever) a permanent storage solution is determined or they're removed to 'interim' storage, even after the project license expires. This is not acceptable.

Second, if it is determined that there is a licensed, permanent storage solution for the radioactive waste, the proposed site certificate is presented to Oregon voters for approval or rejection. HB2410 is attempting to carve out an exception to this for small modular nuclear reactor 'projects'.

Oregon law states that in order for a site certificate to be granted for a nuclear reactor plant in Oregon, two things must happen. First, there must be a permanent, licensed, storage repository for the high-level radioactive waste.

Sign onto this letter from Columbia Riverkeeper telling Oregon legislators that you want to keep Oregon nuclear free - and they should want that too. www.columbiariverkeeper.org/actions/oreg...
Dear Oregon Legislators:

We urge you to oppose the suite of pro-nuclear bills in the 2025 Oregon legislative session.

In 1980, Oregon voters strongly approved Measure 7, a moratorium on building nuclear reactors until two conditions were met: 1.) The U.S. has a national nuclear waste repository and 2.) Oregon voters approve a repeal of the moratorium.

Forty-five years later, there is still no national nuclear waste repository. Despite this, there are more than a dozen bills that have been introduced in the 2025 Oregon legislature that could dismantle these critical safeguards.

We urge you to oppose the following pro-nuclear bills that are a dangerous distraction from the real work of a just transition to clean energy.

SB 215, HB 2426, SB 216, HB 3548, HB 3565, and SB 994-SB 997 are various attempts to overturn Oregon’s long standing moratorium on nuclear power reactors, even though there is no national nuclear waste repository.
HB 2410 would exempt Umatilla County from the statewide moratorium.
HB 2038 would direct the Oregon Department of Energy to study “the advantages” of nuclear power in Oregon. SB 635 would direct Oregon State University to study nuclear power.
SB 656 would give an income tax credit for energy production–including energy from nuclear power and fossil fuels.Five Reasons to Keep Oregon Nuclear-Free:

Small Modular Nuclear Reactors are an unproven technology. None have been built in the U.S. The only three operating worldwide, two in China and one in Russia, are underperforming.
Nuclear power is not clean energy. From uranium mining and milling that decimates Indigenous land to nuclear waste that has no safe, permanent repository, nuclear power is a dirty and outdated technology that has no place in a just transition to a clean energy future.
Nuclear power is “the most expensive way to boil water.” Studies show it is at least five times the cost of renewable energy. Building nuclear reactors are notorious for astronomical cost overruns and delays. These costs are typically borne by ratepayers.
Baseload is an outdated concept. With new grid and storage technologies, we don’t need “firm” or “baseload” power like coal and nuclear.
Tech company hype is a distraction: new small modular nuclear reactors would not come online for at least 10 to 15 years–meanwhile, tech companies’ voracious energy appetite to power their data centers and AI will continue to use dirty fossil fuels and displace renewable energy required for basic needs.
New nuclear reactors divert funding from energy efficiency, renewable energy, and storage technologies that are safer, less expensive, and faster to deploy. Don’t fall for a false solution. Keep Oregon Nuclear-Free.

Sincerely,
