So, first, I think you meant the lectern but called it a podium... not sure where the set designers come in... Yes, a podium can be at/behind a lectern! See attached. A pulpit seems to be a podium w/sides, and can have a lectern topper! 😀

A young person in a green short-sleeved shirt and light tan long cargo pants stands on a carpeted wooden podium at a matching lectern (not carpeted). Both the lectern and podium are clearly marked as 'lectern' (sideways letters) and 'podium' (right reading). The image is branded with the Bluesky account name I'm a Lectern @notpodium.bsky.social.

So just as an fyi, the WH called that a riser (2021) BUT they had also called the lectern a podium, so 🫠

The White House press lectern with a sign that says 'Press Briefing Room Tour Guidelines. Please do not stand on the riser or behind the podium. Photos may be taken at ground level only.'

And why I stay out of this one is this is the House Rostrum. 🤔

The House Rostrum, a tiered wooden seating structure tapering back to a central speaker's desk.

So, good question! If this is Starmer from today, that is a lectern that Rishi has used... but I don't think it is the one in the 2nd image above. Here is an image I found of them both at the same one, but Rishi is at a different one of the same model in the 2nd image... 🤔
