It's very hard for me not to take things like this as an expression of will, and then approach politics with the understanding that some 25% of citizens should be treated as enemies instead of legitimate political opponents. I would probably advocate limiting their rights at point were it pragmatic.

Reintegrated doesn't mean these people dont suffer some level of consequence and what that actually means is an interesting and important discussion. But you cannot "liquidate" large numbers of people without committing unspeakable evil yourself.

Without a peer to peer major global war, I think the early 20th with have it. However, if we go off raw numbers instead of percentage of the planet population, depending on how bad climate change gets and how reactionary the response to degrading global conditions the 21st could pull it out.

My position on this is rather simple. Violence with no theory of victory is just emotion. It fulfills a base desire, but generally does damage to the causes it acts in support of (if it was ever in support of one at all, jury still out on Luigi).
