Let’s talk about diversion. It reduces youth incarceration, but still operates as an extension of the carceral system – widening the net of system involvement and reinforcing racial bias & exclusion. Racial profiling. Family separation. Inhumane conditions. ICE detention & youth incarceration have so much in common: they violate human rights, deny food & basic medical care and strip kids of their childhoods. Immigrant detention is a youth justice issue, too.

Despite serious flaws in its juvenile justice system, TN is spending millions to ramp up youth incarceration, build new youth prisons, loosen children’s rights protections & refuse independent oversight at facilities with major violations. None of this will keep TN safe but it will harm youth.
