Appleton, MN—DHS purchased a prison from CoreCivic, now it's a 1,600 bed ICE detention facility, run by CoreCivic. The watchtower is visible from the Swift County Fair. A Flock camera stands outside. Residents hold a town hall across the street. The deal may cut 30% of the city's tax revenue.
